Student Registration
All students between 5 and 21 years of age have the right to a free public education. Children may not be refused admission because of race, color, creed, or national origin, sex, citizenship, handicapping condition, or immigration status.
Families who reside within the boundaries of the Candor Central School District are required to register all school-age children, even if their children attend a private school or charter school or if they homeschool their children. If your housing is not stable or if you are unsure of your residency status in the Candor Central School District, please contact the District Office at (607) 659-5010.
Registration Process

If you do not live in the District
Please complete the Out of District Application and submit it to the District Office before completing registration forms
Students who are returning to the District do not need to complete the online pre-registration.
The following information is an overview of the registration process but please contact the appropriate building representative to begin the process
NOTE: We ask that you physically reside within the Candor Central School District BEFORE you begin the online registration process. Once you begin the registration process, you have 30 calendar days to complete it for each child. If you fail to complete the registration(s) within 30 calendar days of beginning, the forms will be deleted and you will have to start from the beginning.
After completing the district registration process, we will contact you to verify your information. An appointment will be made by the school for screening, scheduling, and classroom placement.
Step 1: Complete Pre-Registration Application
Student demographic information and contacts: Go to https://cnyric09.schooltool.com/Candor/onlinepreregistration/ and click on "New User" to begin the process. We have created a step-by-step guide that will help walk you through each screen of the pre-registration process.
Step 2: Complete Registration Forms
You will receive a separate email for each child you are registering containing documents that will need to be filled out and digitally signed. These documents can be completed online. After filling out each form and electronically signing them, you will see "Click to Sign" appear at the bottom of your screen. Once clicked, your documents will automatically be returned to us.
Step 3: Required documentation
After receiving your registration documents a District representative will contact you to set up a time to bring in the following documentation and complete your registration.
All students MUST have the following information in order to register at Candor Central School District:
Immunization and Health Records:
Copy of most recent physical (NYS physicals must be dated within the last year at time of registration. If moving from out of state, a new physical is required).
Copy of most the current immunization records to be in compliance with grade level entry.
Upon enrollment, Candor schools require up-to-date immunization records. Pursuant to A.R.S 15-843, a student shall not attend school unless documented proof of immunization has been provided.
Proof of Age (One of the following):
Original Birth Certificate
Passport and/or Visa
Baptismal Certificate with date of birth indicated
The 1987 Legislature passed a law designated to help trace the location of any child who is reported missing. So that schools may assist in this effort, A.R.S. Sec. 15-828 requires that you, the parent or guardian of the child you are enrolling in our District provide a certified copy of the pupil’s birth certificate.
Two (2) Proofs of Residency:
Lease or Deed Agreement
Utility Bill (NYSEG, Phone, Water, etc)
Paycheck Stub
Driver's License
Voter Registration Card
School Tax Bill
Income Tax Form
State or Other Government issued ID
The residence of a student is the residence of the person having legal custody of the student, except as provided in A.R.S 15-824(B) and A.R.S 15-825. Residency of the parent/guardian or surrogate may be determined by showing the individual's presence and intent to remain in the District.
IF APPLICABLE
Custody Arrangement
Court of Protection
Form DSS-2099 for foster care placement
Proof of Legal Guardianship / Custody: If a guardian other than a natural parent will be registering the student, a court document showing current guardianship must be provided at time of registration. If divorced, you MUST provide legal documentation of the custody agreement.
Signing the Student Registration Forms indicates you understand that NYS requires proof of immunizations to enroll your child and you affirm the information supplied, as a whole. Your signature also indicates that you are the legal parent or guardian residing within Candor Central School District boundaries.
Falsification of information will be grounds for immediate withdrawal of the student(s) from school. All verifications are subject to final approval by the District. The District reserves the right to investigate the claimed residency status and to require additional documentation to prove residency within the District.
